Air2030 - Current figures on offset transactions as of end of March 2025

 

With the specified command of PATRIOT Air Defense Systems and LIGHTNING II Combat Aircraft, Switzerland requested some Offset transactions in the amount of CHF 5.27 billion. The first 8 Aircraft will be built by Lockheed Martin in Fort Worth (USA), the 28 others in Cameri (I). 4 aircrafts will be final assembled by RUAG in Emmen (project name RIGI).

Current figures on offset transactions as of end of March 2025

Bern, 25.04.2025 — The Offset Register currently comprises seventeen offset obligations in the amount of CHF 5.27 billion, which must be awarded by foreign suppliers to Swiss companies. Of this, offset transactions in the amount of around CHF 2.69 billion have been carried out as at the end of March 2025.

The Register, which is updated on a quarterly basis, currently includes seventeen ongoing offset programmes with a total amount of CHF 5.27 billion. Of this, offset transactions for around CHF 2.69 billion have been carried out up to 31 March 2025. Since the last update of the Offset Register at the end of December 2024, no offset obligations have been terminated.

Project “Partially mobile passive sensors to expand the air picture”

The offset programme “Partially mobile passive sensors to expand the air picture” has been added. This comprises an offset obligation of CHF 10 million. These are mainly direct offsets, although indirect offsets may also be realised. On the part of Swiss industry, RUAG AG and CALAG AG will be involved in the form of direct offset transactions.

Programme Air2030

With the F-35A combat aircraft, the offset fulfilment is at around CHF 845 million at the end of March 2025, which corresponds to around 32% of the offset obligation of Lockheed Martin. With the long-range ground-based air defence system Patriot, offset transactions in the amount of around CHF 410 million have so far been carried out with Swiss companies, which corresponds to around 36% of the offset obligation of the US manufacturer Raytheon. Both offset obligations must be fulfilled by the end of 2034. By then, the following allocation keys must be complied with as far as possible between the regions: 65% of the recognised offset volume is attributable to German-speaking Switzerland, 30% to French-speaking Switzerland and 5% to Italian-speaking Switzerland. The fulfilment and the regional distribution will be continuously monitored by armasuisse and discussed with the supplier.

Banking Register

The Federal Office for Defence Procurement armasuisse updated the Banking Register with the figures at the end of March 2025 in addition to the Offset Register. The Banking Register contains seven ongoing banking agreements in which publication is planned. Foreign providers, the contract duration and the current credit balance are listed in the Banking Register. In addition, the commissioned Swiss companies and the regional distribution are also shown. A banking agreement can be concluded upon the request of a foreign provider if a future offset obligation is likely. It enables foreign providers to fulfil up to 20% of a future offset obligation through indirect offset transactions in Switzerland in advance.

 Patriot Air Defence System and Lockheed Martin F-35A Fighters 


Air2030: Federal Council decides to procure 36 F-35A fighter aircraft

Bern, 30.06.2021 - The Federal Council is set to propose that Parliament approve the procurement of 36 F-35A fighter aircraft from US manufacturer Lockheed Martin and five Patriot fire units from US manufacturer Raytheon. An evaluation has revealed that these two systems offer the highest overall benefit at the lowest overall cost. The Federal Council is confident that these two systems are the most suitable for protecting the Swiss population from air threats in the future. The Federal Council took the decision at its meeting on 30 June.

The Air Force’s current equipment will reach the end of its service life in 2030. To ensure Switzerland’s continued protection against threats from the air, the Federal Council intends to replace its current fleet of fighter aircraft and procure a new system for longer-range ground-based air defence (GBAD). In the referendum on 27 September 2020, a planning decision was adopted which set a budget cap of CHF 6 billion for the procurement of new fighter aircraft. In addition, CHF 2 billion will go towards a longer-range GBAD system. (Both figures according to the National Consumer Price Index in Jan. 2018.)

The Federal Council based its decision on a comprehensive technical evaluation of four new fighter aircraft candidates (Eurofighter by Airbus, Germany; F/A-18 Super Hornet by Boeing, USA; F-35A by Lockheed Martin, USA; Rafale by Dassault, France) and two candidates for a longer-range GBAD system (SAMP/T by Eurosam, France; Patriot by Raytheon, USA).

Fighter aircraft: F-35A offers highest overall benefit at lowest cost by far

All the candidates met the requirements set for the evaluation. For both the fighter aircraft and the longer-range GBAD system, the candidate promising the highest benefit was also the one priced the lowest. In the case of the fighter aircraft, this candidate is the F-35A. With 336 points, it showed the highest overall benefit and was the clear winner with a lead of 95 points or more over the other candidates. This aircraft scored best in three of the four main criteria evaluated:

• In terms of effectiveness, the F-35A achieved the best result because it has a marked technological advantage over the other candidates: it includes entirely new, extremely powerful and comprehensively networked systems for protecting and monitoring airspace. The F-35A is able to ensure information superiority; this means pilots benefit from a higher situational awareness in all task areas when compared with the other candidates. This is especially true for day-to-day air policing.

What is more, the F-35A is the only aircraft that has been designed from the ground up to be especially difficult for other weapons systems to detect. The resulting high survivability is a great advantage for the Swiss Air Force.

In addition, because the F-35A is comparatively easy to operate and is able to provide information superiority, it requires less training and has a better ratio of flight to simulator hours. Because of this, the F-35A requires about 20% fewer flight hours than other candidates, and about 50% fewer take-offs and landings than the Air Force’s current jet aircraft, which the F-35A will be replacing.

Finally, it can be assumed that as the newest of the weapons systems evaluated, the F-35A will be able to sustain its technological lead well into the future. Given the planned service life of 30 years, this is a major advantage over the other candidates.

• In terms of product support, the F-35A achieved the highest rating because of its efficient operation and maintenance, modern training design, and the high security of supply throughout its service life. This is attributable in part to the F-35A being manufactured in the highest numbers and it being the aircraft most commonly used by air forces in Europe.

• The F-35A was also the best performer in terms of cooperation, offering extensive opportunities for operational collaboration and broad access to data and technical resources.

• In direct offset, the F-35A did not achieve the best result at the time the bid was made. The offset obligation of 60% of the order must be fulfilled in full no later than four years after receipt of the final delivery.

As far as fleet size is concerned, for all four candidates a fleet of 36 aircraft would be large enough to cover Switzerland’s airspace protection needs over the longer term in a prolonged situation of heightened tensions. The Air Force must be able to ensure that Swiss airspace cannot be used by foreign parties in a military conflict.

Data autonomy ensured

When making its decision, the Federal Council also took account of existing technological dependencies of the manufacturer and manufacturing country. While dependencies cannot be ruled out completely when systems are procured, all candidates were able to guarantee data autonomy. In the case of the F-35A, the system’s cyber management, the security of its computer architecture and its cyber protection measures combine to ensure an especially high level of cyber security.

As with all other candidates, with the F-35A Switzerland controls which information to exchange with other air forces via data link, and what logistics information to report back to the manufacturer. In addition, the aircraft will be operated and maintained in Switzerland by the Swiss Air Force and RUAG Switzerland.

F-35A to cost around CHF 2 billion less than competitors

In addition to the benefits, the F-35A also achieved by far the best result in terms of costs. Both procurement and operation costs are the lowest for this aircraft. At the time the bids were made in February 2021, the procurement costs amounted to CHF 5.068 billion – well under the financial cap of CHF 6 billion set by voters. Even when accounting for inflation up to the time of payment, procurement costs will remain below the credit limit.

The F-35A also has the lowest operating costs of all of the candidates evaluated. The total costs of the F-35A (i.e. procurement plus operating costs) amounts to approximately CHF 15.5 billion over 30 years.

This is around CHF 2 billion less than the second-lowest bidder.

Longer-range ground-based air defence: Patriot with better benefits and lower costs

In the evaluation of longer-range GBAD systems, Patriot won out against SAMP/T in all four main categories, in some cases by a very clear margin, and in particular in the main category, effectiveness. With the Patriot system, areas can be protected both independently and in combination with fighter aircraft. Patriot has an effective altitude of well over 20,000 metres (vertical) and an effective distance of well over 50 kilometres (horizontal). This is an extraordinary operational distance for a longer-range GBAD system that will allow Patriot to contribute significantly to Switzerland’s integrated air defence.

The area to be defended is 15,000 square kilometres; this can be achieved with five Patriot fire units.

In terms of costs, Patriot is the less expensive option of the two. Its procurement costs including inflation and VAT up to the time of payment amount to CHF 1.97 billion. Combined with its projected operating costs over 30 years, the total costs for the Patriot system will be around CHF 3.6 billion – significantly less than its competitor. The offset obligation of 100% of the order must be fulfilled in full no later than four years after the final delivery.

External review of results

Federal Councillor Viola Amherd commissioned Zurich-based law firm Homburger AG to conduct a plausibility check on the procurement of the new fighter aircraft. This check included examining the evaluation methodology, the criteria used to award the contract and financial aspects of the bids received, while taking into account the planning decision approved by voters. Homburger AG concluded that armasuisse’s cost-benefit analysis and ranking of bidders is plausible.

Air2030: Second proposals for new fighter aircraft and extended-range ground-based air defence systems received

Bern, 18.11.2020 - The government authorities of the potential candidates for a new fighter aircraft (NFA) and an extended-range ground-based air defence system (Bodluv GR) submitted their second proposal to armasuisse on November 18, 2020. With that, armasuisse starts to work on the evaluation reports, which are planned to be completed in the first quarter of 2021.


On November 18, 2020, armasuisse received the second proposals for new fighter aircraft from the government authorities of the four potential manufacturers: Germany (Airbus Eurofighter), France (Dassault Rafale) and the USA (Boeing F/A-18 Super Hornet and Lockheed-Martin F-35A). In the second request for proposal, the companies contacted via the government authorities were requested to submit the most advantageous proposal for Switzerland.


The proposals include the following elements:

• prices for 36 and 40 aircraft, including defined logistics and weapons, as a binding starting point for the detailed negotiations with the selected candidate after the type selection

• offers for cooperation between the armed forces and the procurement authorities of Switzerland and those of the supplier country

• envisaged or already initiated offset projects


New extended-range ground-based air defence system

On November 18, 2020, armasuisse received the second proposals for extended-range ground-based air defence systems from the government authorities of the two potential manufacturers: France (Eurosam SAMP/T) and the USA (Raytheon Patriot). As with the new fighter aircraft, the companies contacted via the government authorities were requested to submit the most advantageous proposal for Switzerland..


The offers include the following elements:

• price for extended-range ground-based defence systems capable of covering at least 15,000 km2, including defined logistics and weapons, as a binding starting point for the detailed negotiations with the selected candidate after the type selection

• offers for cooperation between the armed forces and the procurement authorities of Switzerland and those of the supplier country

• envisaged or already initiated offset projects


Next steps in the Air2030 programme

The overall benefit of each system will be determined using the information from the second proposal and the findings from the various testing activities. The results, together with a comprehensive risk analysis, will feed into the evaluation report, where the overall benefit of the new fighter aircraft and the new extended-range ground-based air defence system will be set against the costs of procurement and 30 years of operation. The evaluation reports are planned to be concluded in the 1st quarter of 2021. The type selection by the Federal Council is planned for both systems in the 2nd quarter of 2021.

Defense Security Cooperation Agency publishes wish list for US equipment in AIR2030 evaluation process


The American Defense Security Cooperation Agency published more info about the whish list in weaponery for the future new fighter aircraft (NKF, Neues KampfFlugzeug). The exact numbers of for example Sidewinder 9X Tactical and Captive Training Missiles and bombs are named. Especially the latter is producing high tensions in Switzerland - a lot of people had not read the small text in the last votation. .... In Switzerland these data is called Top Secret ....

YES - bare majority of the swiss population for new fighters !


This time the government was on the lucky side - they evaded those stupid failures of some exponents like at the Gripen votation a few years ago.

But with about 50% of the population against this budget they have to put on guard how to proceed further.

Next step: 2nd offer of the bidders for new fighter aircraft and air defense systems in november 2020

Payerne closed for runway works, like every summer. June 2nd 'till July 3rd, 2020

Like every year the military airfields in switzerland closes down for some weeks for maintenance works on runway and installations.

The main base Payerne will be closed from June 2nd 'till July 3rd, 2020.

QRA/Air Defence (LPD24) from 0600-2200h LT will be executed out of Meiringen during this time, together with nearly all flights with F-18 Hornet.

Mission NKF - Saab Gripen NG cancelling the evaluation

Bad news for Switzerland - Saab has to cancel the evaluation.

The Swiss defence procurement agency, armasuisse, has formally recommended to Saab not to participate with Gripen E in the upcoming flight tests in Switzerland. The reason is that the flight tests have been designed to only evaluate aircraft that are operationally ready in 2019. The flight tests are part of the fighter evaluation process that foresees aircraft deliveries in 2025. Gripen E will enter into operational service years before Switzerland has scheduled deliveries and will meet all its defined capabilities. However, the Gripen E development plan does not match the Swiss plan to perform flight tests with aircraft that are operationally ready in 2019. Therefore, Saab has decided not to attend the Swiss flight tests in Payerne 24-28 June. 
Gripen E is currently being developed, tested and produced for Sweden and Brazil. It is the most modern and technologically advanced fighter aircraft being developed. The programme is running at a fast and successful speed, with customer deliveries starting later this year.
Upon an invitation from armasuisse, Saab submitted a proposal for Gripen E on 25 January 2019. Since the submission of the proposal in January, the armasuisse’ expectations on the flight tests have evolved to expect participation of operationally ready aircraft. As Gripen E is yet to become operational, Saab has presented solutions to perform the Swiss flight tests in 2019. An offer to complement the Gripen E test aircraft with an operational Gripen C aircraft for the flight tests in June 2019 has not been accepted by armasuisse. Competitors have showcased capabilities on existing platforms, which are different to the versions offered for delivery.
Throughout the Gripen E programme Saab has publicly communicated the status of the Gripen E’s development as key programme milestones have been passed. It can be assumed that armasuisse had the relevant knowledge when they invited Saab to participate in the tender process in 2018, of both the Gripen E development programme and the conditions under which Gripen E would be able to compete.
We believe that Gripen E is the best choice for Switzerland and the offer, as presented in January 2019, still stands. Saab is committed to deliver at least 40 Gripen E fighter aircraft on time, meeting requirements and within planned budget, including a comprehensive support concept with local contribution, guaranteeing the most affordable operating costs and the highest level of autonomy.
Background
Switzerland has a need to replace its fighter fleet of F/A-18 Hornet and F-5 E/F Tiger aircraft. In January 2019, Saab offered a proposal consisting of options for 30, and 40, new build Gripen E fighter aircraft to Switzerland. The Gripen E proposal satisfies all required capabilities for Switzerland and is based on the Swedish Air Force configuration as requested.
In the previous Swiss fighter aircraft procurement process, Saab offered Switzerland Gripen E in a joint procurement with Sweden. At the time, the Gripen E time plan was aligned to meet the Swiss requirement for IOC in 2021. When Switzerland decided to stop its acquisition of new fighters in 2014, the time plan was changed and adapted after Swedish and Brazilian requirements.
At the time of delivery, Gripen E will provide the Swiss Air Force with the very latest available technology integrated into a mature and robust platform that meets all the Swiss needs. Gripen E stands out among the contenders in the Swiss fighter procurement as the newest aircraft system.
The Gripen E programme is progressing according to plan, with production on-going and customer deliveries starting this year. The latest technologies are being incorporated to provide air forces with operational capabilities designed to defeat the threats of today but also the future. Key milestones achieved during the past six months include flights with IRIS-T and Meteor, as well as the third Gripen E aircraft’s first flight.

Another successful event perfectly organised by armasuisse and Dassault Aviation - with a lot of information again and many interested visitors, Media and Spotter side. And of course a lot of people from France interested to see there new aircraft from near.

Evaluation NKF - Mission Super Hornet - Arrival, Media- and Spotterday and Departure


With the arrival of two Super Hornets and an KDC-10 as support aircraft, the second candidate began it's evaluation in Payerne Avril 29, 2019. Unfortunally the two Fighters lost there squadron insignas for the trip to Switzerland.



This time also normally civil spotters where informed about the guests - there interest was mainly the KDC-10 ofcourse.

The Nightflight mission was also very hot - never ending afterburner 😍






Very good point made - sending a female pilot is quite normal in the USN, in Switzerland on military jets very seldom.

Evaluation NKF - Mission Super Hornet


The second candidate will arrive this week and includes an Omega Company Tanker as support. The test flights will start next monday april 29th and end on Mai 3rd. Eight missions are scheduled, with a total of 17 takeoffs and landings (PAY/MEI).


As support aircraft an KDC-10 Tanker aircraft is expected (N974VV, Mc Donnell Douglas DC-10-40) - due Air'04 Airshow an KC707 of the Omega company was here.

Evaluation NKF - Mission Eurofighter - Media- and Spotterday


The first visit on base due evaluation NKF is made and ended with a lot of informations and pictures. Highly secured (military police everywhere), highly visited (around 600 people only in the spotters zone) and highly appreciated event of Armasuisse, our Air Force and Airbus company - good job !

Evaluation NKF - Mission Eurofighter Typhoon


As first of the candidates for the new fighter aircraft in Switzerland, two RAF Typhoons landed in Payerne today. For the following days eight missions are scheduled, with a total of 17 takeoffs and landings (PAY/MEI). Flight days are in between11th 'till 17th of April, with a nightflight mission next monday.

Rafale on duty for Sky Police - and the French Air Force says 'desolée' ...

It's really intriguing that the 'normal' people know nothing about the duties of the Air Forces around the globe ... yesterday the French Air Force (Armée de l'Air, AdlA) announced an sorry for the sonic boom created by an Rafale Fighter to intercept an aircraft that have lost radio contact with the ATC (Air Traffic Control) on thursday evening:

Anyway, with those votation coming in Switzerland about the future of our Air Defence (Air2030) it's really important for all you readers out there to inform your family and friends about it. Our Air Force has not enough aircrafts left to fly regularly over crowded areas like Zurich just for fun and show of force, there is normally no need for leaving the regular training areas above the alps and jura mountains. Out of sight, out of mind ....

World Economic Forum Davos 2019 - restrictions and activity

In 2019, the armed forces will once again support the civilian authorities in the canton of Graubünden in carrying out security tasks in connection with the annual meeting of the World Economic Forum (WEF). Parliament approved the deployment of a maximum of 5,000 soldiers on these civil affairs support operations from 2019 until 2021. The 2019 WEF meeting will be held from 18 to 28 January.

Main base for our military fighter jets supporting the WEF with CAP's in Switzerland is PAYERNE (LSMP), second is Meiringen (LSMM) !



Air traffic in the Davos area is restricted during the 2019 World Economic Forum (GND to FL195).


Air traffic over Swiss, Austrian and Liechtenstein territory within a radius of 25 nautical miles (approx. 46 km) of the centre of Davos will be restricted from 21 to 26 January 2019. Special rules and procedures that have been worked out by the Swiss Air Force and the Federal Office for Civil Aviation must be observed for approaches to and departures from regional airfields and heliports. Only specified visual flight routes may be flown. All these flights will be subject to authorisation; accreditation of both pilots and aircraft is required for authorisation.

Flights outside the specified routes and flights to Davos also require authorisation, which will only be granted to pilots and aircraft that have been accredited beforehand. Even after accreditation, a request must be made to the air force for every flight. The air force will then decide whether to grant or refuse permission in accordance with requirements and security considerations. Detailed instructions can be found in official publications

The Swiss Air Force will support the civilian authorities with air transport and surveillance flights using helicopters, propeller planes and combat aircraft. Therefore, a considerable increase in military air movements even beyond the canton of Graubünden is to be expected.

As air traffic includes not only helicopters and aeroplanes, all other airspace users are also subject to restrictions that come into force on 21 January 2019. The regulations for model aircraft, UAVs, delta and paragliders are issued by the Graubünden cantonal police.
