Air2030: Procurement contract signed for the F-35A

Bern, 19.09.2022 - National Armaments Director Martin Sonderegger and the Swiss F-35A Program Manager Darko Savic signed the procurement contract on 19 September 2022 at armasuisse in Bern. With this, the procurement of 36 F-35A is contractually agreed. The aircraft will be delivered between 2027 and 2030 and will replace the current fleet of F/A-18 Hornets and F-5 Tigers.

The procurement for the purchase of the 36 F-35A amounts to 6,035 billion Swiss Francs and thus lies within the limits of the maximum financial volume approved by the Swiss electorate. The National Armaments Director Martin Sonderegger and the Program Manager for the procurement of the new combat aircraft, Darko Savic, have signed the contract. For their part, the US authorities have already signed the procurement contract.

In addition to the aircraft, the procurement cost of the F-35A also cover mission specific equipment, weapons and ammunition, a logistics package, mission planning systems, training systems and initial training. Furthermore, the cost for the integration into the Swiss command and control system, for support services by industry, a risk amount, the inflation in the country of manufacturer, the USA, as well as the VAT on imports are also included.

The prices are binding

Switzerland is procuring the aircraft via “Foreign Military Sales” (FMS) from the US government and at the same conditions that it applies to itself. The US government in turn transacts the procurement through its own contract – visible for the DDPS – with the manufacturer company Lockheed Martin. The prices and contractual conditions are defined bindingly in this contract and are also enforced by means of strict supervision.

In addition, Switzerland and the USA have negotiated a specific clause and signed a separate declaration which establishes the fixed price nature of the agreement.

Offset agreement concluded in parallel to the procurement contract

The head of Program Air2030, Peter Winter, and the F-35 Program Manager, Darko Savic, also signed the offset agreement with Lockheed Martin. This forms the basis for the US manufacturer to conduct offset businesses with the Swiss industry. In this manner, Swiss companies receive contracts with a volume of around 2.9 billion Swiss Francs.

Air2030 – Radarsensoren der Luftwaffe: Erstes System nach Modernisierung im Einsatz

Bern, 15.06.2022 - Die Radarsensoren (genannt FLORES) des Luftraumüberwachungs- und Einsatzleitsystems der Schweizer Luftwaffe werden zurzeit modernisiert. Am 30. Mai 2022 hat armasuisse das erste komplett umgebaute System der Armee für den operationellen Einsatz übergeben. Der Umbau, der unter dem Projekt «Radar» geführt wird, erfolgt stufenweise pro Standort, damit die verbleibenden Systeme der Luftwaffe für die täglichen Operationen zur Verfügung stehen. Die Modernisierung der Radarsensoren ist mit dem Rüstungsprogramm 2016 bewilligt worden.

Seit 2005 betreibt die Schweiz vier Radarstationen im 24/7-Modus. Dafür setzt sie das System FLORAKO ein, dem Luftraumüberwachungs- und Einsatzleitsystem der Luftwaffe. FLORAKO dient dazu, zivile und militärische Flugobjekte zu erkennen respektive zu identifizieren und die Einsätze der Luftwaffe zu führen. Die dazugehörigen Radarsensoren (genannt FLORES) sind Teil des FLORAKO-Systems und müssen modernisiert werden, damit die Funktionsfähigkeit über die kommenden Jahre sichergestellt bleibt.

Um die täglichen Operationen der Luftwaffe durchgehend zu gewährleisten, erfolgt der Umbau der Radarstationen schrittweise und koordiniert je Standort. Der Eingriff in das System ist komplex und erfordert eine umfassende Detailplanung - insbesondere, weil die Umbauarbeiten teilweise unter schwierigen Bedingungen auf bis zu 3000 Meter über Meer zu bewältigen sind. Nach den erfolgreich durchgeführten Abnahme- und Einsatztests hat die Luftwaffe zusammen mit armasuisse am 30. Mai 2022 den ersten voll umgebauten Radar-Standort für den operationellen Betrieb der Luftwaffe zur Nutzung respektive der Führungsunterstützungsbasis der Armee für den Betrieb übergeben. Damit hat das Projekt einen wichtigen Meilenstein erreicht. Nach dem Abschluss der ersten Station hat armasuisse nun mit dem Umbau der nächsten Anlage begonnen.

Bezug zum Programm «Air2030»

Zum Programm «Air2030» zählen nicht nur die Projekte neues Kampfflugzeug (NKF) und bodengestütztes Luftverteidigungssystem grösserer Reichweite (Bodluv GR), sondern auch die Projekte «Radar» und «C2Air». Diese beiden Projekte betreffen den schrittweisen Ersatz beziehungsweise die Modernisierung der Komponenten von «FLORAKO». Sie sind zeitlich vorgelagert und wurden in separaten Rüstungsprogrammen im Parlament beantragt.

First steps for the ADS-15 in Emmen

Erfolgreiche Rollversuche der Aufklärungsdrohnen auf der Piste in Emmen

Bern, 24.05.2022 - Die ersten Rollversuche des Aufklärungsdrohnensystems 15 (ADS 15) auf der Piste des Militärflugplatz Emmen sind erfolgreich verlaufen. Damit nimmt das Aufklärungsdrohnensystem 15 (ADS 15) eine weitere Hürde. Der Erstflug in der Schweiz ist im Juni vorgesehen.

Gegen Ende des Monats April 2022 trafen mit zwei Lieferungen die ersten beiden Drohnen, Bodenkontrollstationen des Aufklärungsdrohnensystems 15 (ADS 15) sowie diverses Material für den Unterhalt in der Schweiz ein. Nach dem Zusammenbau der Drohnen durch Spezialisten des israelischen Herstellers Elbit und den ersten Funktionstest haben die Spezialisten der armasuisse nun mit den ersten Boden- und Flugerprobung begonnen.

Im Rahmen der Tests fand am 24. Mai 2022 auf der Piste des Militärflugplatz Emmen der erste Rollversuch mit der ADS 15 (Immatrikulation D-14) statt. Dabei rollte die ADS 15 mehrfach auf der Piste hin und her, um die einwandfreie Steuerung vom Flugzeug mittels der Bodenkontrollstation zu überprüfen. Dabei wurde die Drohne von einem Schweizer Drohnentestpiloten gesteuert. Die Drohne hob bei diesen Rollversuchen nicht ab.

In den nächsten Wochen werden weitere Rollversuche durchgeführt. Dabei kommt auch die zweite Drohne (Immatrikulation D-11) zum Einsatz.

Erstflug in der Schweiz Mitte 2022

Mit den erfolgreichen Rollversuchen ist ein wichtiger Schritt für den Erstflug und die weiteren Flugtests in der Schweiz erreicht. Der Erstflug ist im Juni geplant.
Nach Abschluss der Flugerprobung und der Zulassung durch die militärischen Luftfahrtbehörde MAA werden die beiden Drohnen im Verlauf des zweiten Semesters an die Luftwaffe übergeben. Die restlichen vier Drohnen folgen bis Ende 2023.

Aufklärungsdrohnensystem 15 (ADS 15)

Das ADS 15 ist ein unbemanntes und unbewaffnetes Aufklärungssystem. Es ersetzt das bis Ende 2019 in der Armee verwendete Aufklärungsdrohnensystem 95, das dem Technologiestand der 1980er Jahre entsprach. Die vorgesehene Nutzungsdauer der ADS 15 beträgt rund 20 Jahre. Die Drohne dient der Lage- und Zielaufklärung, kann aber bei Bedarf mit anderen Sensoren ausgerüstet werden, beispielsweise für abbildendes Radar zur Erzeugung eines Bildes der Bodenlage oder für die elektronische Aufklärung. Mit dem Drohnensystem ist ein Einsatz bei Tag und Nacht möglich.

Folgende Leistungen können mit dem ADS 15 erbracht werden:
· Überwachung von grossen Räumen
· Suche, Aufklärung und Verfolgung von Zielen
· Beiträge zum Lagebild und zum Schutz kritischer Infrastrukturen sowie der eigenen Kräfte

Die Nutzer sind wie beim Vorgängersystem militärische und zivile Stellen wie beispielsweise kantonale Führungsstäbe, Polizei- und Rettungsorgane oder das Grenzwachtkorps. Bei der Abwehr eines militärischen Angriffs leistet das ADS 15 einen Beitrag zur Führung und Kontrolle von Aktionen am Boden, insbesondere für die Feuerunterstützung. Neben Aufklärungsdrohnen sind heute nur mit Infrarot-Sensoren (Forward Looking Infrared, FLIR) ausgerüstete Helikopter für Aufklärung aus der Luft geeignet. Drohnen sind ausdauernde, zuverlässige, risikoarme und kostengünstige Mittel für eine dauerhafte Präsenz über einem Einsatzgebiet.

Die Beschaffung umfasst sechs Drohnen inklusive Bodenkomponenten, Simulator und Logistik.

Italy Air Force was present with two of those Stealth Fighters in Emmen. The Lockheed Martin F-35A Lightning II is also the new Fighter for Switzerland.

Air2030: Swiss F-35A from Italian production

Bern, 24.03.2022 - Switzerland is having at least 24 of a total of 36 F-35A fighter aircraft manufactured in Cameri, Italy. For a further four aircraft, clarifications are underway as to whether their final assembly can take place in Switzerland instead as part of an offset project. The first eight aircraft will be manufactured in the USA because they will be used there on site for the initial training of the Swiss pilots. The agreed price and delivery schedule will remain unchanged and the aircraft will be delivered from 2027.

Over the past few weeks, armasuisse has clarified, together with the US government and the Italian armaments company Leonardo, the possibility of having the majority of the future F-35A fleet of the Swiss Air Force produced in Cameri, Italy (see press release of 15 February 2022). armasuisse has now come to an agreement with the US government and determined that up to 28 of the altogether 36 aircraft will be manufactured in Italy by the company Leonardo. This means that at least 24 aircraft will be manufactured in Italy. For a further four aircraft, Lockheed Martin is currently clarifying, as manufacturer of the F-35A, whether they can be finally assembled in Switzerland as part of an offset project at RUAG; if this is not possible, they will also be manufactured in Cameri. Lockheed Martin will manufacture the first eight aircraft in its production plant in Fort Worth, Texas (USA), so that they can be used subsequently for the initial training of the Swiss pilots in the USA. The contractual agreements with the US government and thus both the price and the delivery schedule will remain unchanged.

In Cameri, Italy maintains one of two production lines of the F-35 outside of the USA and the only one in Europe. Italy participated in the F-35 programme from the beginning. The Italian Air Force and the Italian Navy operate F-35A and F-35B aircraft. In addition, Leonardo also manufactures F-35A for the Dutch Air Force in Cameri .

Super Puma / Cougar maintenance

- Two special visitors in maintenance actually - Hellenic Air Force HAF 2620 and Albanian Air Force  FA 633. The first in need of an complete overhaul of the aluminium cell due corrossion and the latter on the 150h inspection of the engines.  

- Swiss AF T-318 in regular maintenance circle

- Slowenian AF Cougar expected soon, crashed after colission with an cable and planned to arrive in an NATO C-17A Globemaster to Emmen a few days ago. Due availability problems now expected to arrive on an truck. Incident happened back in 2019 already, possibly involving H3-72.

EC635 and others

- Swiss AF T-356, T-357 and T-358 in regular 800hrs maintenance circle for about six weeks each.

- There are 15km of cables in an EC635, Swiss Air Force and the german Bundespolizei are using the same configuration (cockpit and other systems).

- There is an avionic deck in the back of the EC635 that can be descended for maintenance.

- EC145 T2 HB-ZVA in regular 5yrs revision, NVG system installed.

Back to the Cold War ? Hornets in SST

Strange noises and tails in the Simmental valley - four Hornets out of Payerne where used for an decentralisation exercise on the former military base of St. Stephan (in use 'till 1994).

Contrary to the cold war times, the huge amount of military security personel was very friendly and had a lot of military cookies and chocolate to give - thank you 💗🍫🍫🍫

Such exercises are important for ground and flight personal and are held regularly on Geneva airport and former Swiss Air Force bases like Buochs, Mollis and St. Stephan. Hornets will be back in SST next year, and the new fighter aircraft NFA is also planned to use those bases in the future.

 Good news for the Fans - due an decentralisation exercise, some Hornets will fly the Axalp shooting exercise out of St. Stephan, an airbase in use 'till 1994 y the Swiss Air Force and knowed by enthousiasts for the yearly Hunterfest !

The Hornets will arrive for three days in the second week of repetition course.
